The guy lives near a park and probably has a ton of people leaving trash or letting their dogs shit on his doorstep. He can't stand on his porch 24/7 and confront them all day. So instead he tried to remind them that a person lived there, and to be considerate. This particular note struck me as wry and a bit frustrated, but not passive aggressive, and actually, not unreasonable. Passive aggressive is when you leave notes for colleagues and roommates when you really should just talk to them. Or, perhaps, when a note gets anal-retentive, freakish and unreasonable in its complaints or demands. This one doesn't fall into either category. Oh, come on people.
