Not isn’t passive aggressive. It’s not overtly aggressive. It’s not sarcastic, mean, funny, etc. It’s not even a lolcat! If anything, it’s a perfectly reasonable request by a cat owner trying to protect her cat.

Has she considered that Shadow might be putting that pretty green plastic necklace on himself? And that he’s getting rather PO’d that she keeps removing it?
Some cats do have fashion sense, afterall.

for the first time I was first. I saw little note urging to resist the “first!!” comment impulse. But It’s ironic (and hard to resist) when you are making fun of notes which urges to refrain from doing something. so here it goes.
I was First!!!
alright commence attack on oi! ….

Meh.
The easiest way to avoid this would be keeping the cat in the damn house.
The ribbon is a lot better than someone kicking it or giving it bong hits or anything.

I feel like this is not a passive-aggressive note, just a note asking very politely not to mess with a cat.

Hey, green is the color one wears to show solidarity with the people of Iran who are protesting the apparently rigged “election” results — and Shadow is a Persian cat.

Nope
If the cat doesn’t live in the house, they can’t claim to own it. A good sign for her door would read, “Please be a responsible pet owner.”
Burn.

The note itself is boring. I’m more interested about Tessa’s brother and his trek through the wilds of America.

Maybe someone was trying to stuff Shadow into a green trashcan liner… but now the cat’s out of the bag.

I bet there’s a neighborhood bully cat that keeps beating Shadow’s ass and stealing his collars.

My main issue with this note is that the owner openly admits that the cat refuses to wear a collar. Maybe the people who put the green plastic on it are trying to give some stray cat a home.
Either that, or the cat is trying to kill itself with plastic pop holders.

The note should really be attached to the cat. Thumbtacks would not, of course, be suitable but there must be other methods.

Thanks!
All the teens and tweens can tell you that green means jealousy.
I think the cat is jealous of all the other cats who have owners that actually care for them and let them stay in the house rather than kicking them out. Poor kitty.

It’s fascinating to read all the “it’s cruel to let a cat outside” comments. In Norway it’s considered cruel NOT to let cats outside. My cat would leave me a not-so-passive-agressive present in my bed if I were to keep him inside all day.

There’s nothing cruel, unethical, or neglectful about allowing cats to roam outside, as long as you are sure that the area around your home is reasonably safe for them (no major roads, overly aggressive dogs, green plastic wielders, etc.).
While an indoor cat can certainly lead a satisfying life, it’s in a cat’s nature to enjoy exploring a more natural setting. Allowing cats to go outside for a few hours a day can give them the best of both worlds, and can help keep them healthy, happy, and active.
I live with three cats, and while one of them prefers to stay inside, the other two enjoy their time outdoors very much and complain quite a bit whenever they aren’t allowed out.

Outdoor cats have much shorter lives, (as well as contracting more illnesses and parasites) so I keep my cats indoors.

This seems to have turned into a discussion on proper pet ownership behaviors, so I’ll throw my two cents in.
To be fair, the argument about whether or not it’s right to allow a cat outside depends greatly on where someone lives. I have owned cats all my life. When I lived out in a rural subdivision, my cats were allowed outside. I should state for the record that they were all spayed/neutered and up to date on vaccinations, which is important if you’re going to let your cats out. When I moved into a different area, with much more traffic and such, my cats were strictly indoor only. That’s not to say that bad things can’t happen to indoor/outdoor cats in a rural setting, because sadly they can, but the risk is not as great as for a cat living in the middle of, say, a big city. Let me also say that I am firmly against the idea of “outdoor only” cats.
It doesn’t say anywhere, that I can see, where this note was found. Therefore, we can’t automatically assume that the owner is irresponsible for letting her (guessing from the handwriting) cat outside. That’s not the issue anyway. If someone was tying stuff around my cat’s neck, I’d be annoyed too.
One more thing: People have commented that the note looks childish. Well who’s to say that it wasn’t a child or a teenager who wrote it? It could very well be that Shadow belongs to a seemingly very reasonable and polite young girl, who is simply concerned for her cat’s comfort and safety.
I may come across as too serious or a jerk or whatever, but I’m just trying to present it from a fellow pet owner’s perspective.

If the passive-aggressive act isn’t the note itself, what is it?
Is it the fact we are all bitching about it anyway, therefore creating a whole ironic circle of passive-aggression?

Health of the cat aside, it’s better for everybody else if the cat stays in. Cat feces transmit all kinds of parasites, and they just love sandboxes. Picture your oral-fixated toddler finding one of those delightful Kitty Rocas. And cats do kill a lot of small animals, particularly songbirds. There’s nothing sadder than finding a little pile of warbler feathers on your lawn.
