I think we know what the intended message was, but the way it was worded is silly. Rather than confirming that it is a bulletin board, just not one meant for your use, he/she simply denied that it was a bulletin board altogether. That’s like placing a sign on your car that says “This is not a car. Do not drive it.” as a deterrent to carjackers.
