My thought is they were looking for something that was a little more jarring/eye catching. Something that’s typical for England such as the Keep Calm signs would be easy to ignore. But throw something so obviously American up there and it stands out more. Like putting a DC character in the middle of a bunch of Marvel characters.

That’s what I thought too. Why would the Brits pull out the Uncle Sam? I know it’s iconic, but it’s so *completely* American! Notewriter: The moustaches are very different, Kitchner always had a uniform, and no self-respecting WWII Brit would have looked like he stepped out of our Civil War.
