Judging by the smudged arcs under the wall hook, those flowers were in the way a lot and people or carts bumped into them often. Someone probably finally got tired of it and threw them away, or they got bumped once too often and fell and broke, then got thrown away.
Not that hard to make, if you have a laminator at home. Just print an image off the computer, laminate, then cut out. I have to make a lot of stencils like this at work.
I’d like to think it’s swiped from a display at a home improvement store, so that in some Home Depot lot there’s a handmade sign: OUR FAKE FLOWERS WERE STOLEN SO HERE ARE SOME CHEAP REAL ONES….

Where did they find that huge cut-out of a flower pot? It’s not like they’re available at the corner store–this suggests a dedicated search.
